Kugel Yerushalmi, also known as the "salt & pepper kugel",
was developed by
impoverished Jews in Jerusalem at the turn of the 19th century,
who could not afford the expensive egg noodles, raisins and spices used by their European cousins.
Instead, they used the cheapest noodles, replaced the expensive cinnamon and nutmeg with cheap pepper,
and added colour by browning the sugar in oil.
